Field programs
Field observations reach the people who decide, and the answer comes back.
A worked example for program teams acting on what communities report: each observation keeps who made it, and that person hears the decision.
The problem
Reports lose who made them, and nothing goes back.
A program team decides on reports from people it rarely sees: a nurse, a volunteer, a farmer keeping a rain record. By the time a report reaches the decision, who made it and what surrounded it are gone. The people who reported seldom hear what happened, and the best observers stop reporting.
Conditions
It starts from conditions on the ground: a weak network, a shared tablet, a long walk between reports.
Authority
Communities keep authority over their own reports.
Illustrative scenario · One week
One week, from four reports to a decision and back.
An illustrative week with invented people, places and reports. No part of it is a field result.
Step 01
Four people report, from four places.
Ward 7 clinic · Monday
A clinic nurse
More children with fever than usual, at three clinics in the ward.
River camp · Tuesday
A shelter volunteer
About 300 households have arrived since the flooding upriver.
District store · Wednesday
A distribution lead
The bed nets meant for the flooded area are three weeks late.
Hill village · Wednesday
A rain recorder
The rains started two weeks earlier than last year.
Step 02
Read together, each with its source attached, they point to one place.
The river camp and Ward 7 need a response this week.
Fever is rising where displaced families have settled, before their bed nets have arrived, in a rainy season that came early. No single report shows it.
Behind it
- clinic nurse, Ward 7 clinic
- shelter volunteer, River camp
- distribution lead, District store
- rain recorder, Hill village
Step 03
Three readers each see it in a form they can act on.
The funder
Where the program is responding this week, and why, with the four reports behind it.
The district office
Where to send the mobile clinic and the bed nets first, and who reported what.
The field team
Which households to visit, and what the nurse and the volunteer each saw.
Step 04
The decision goes back to the four people who reported.
Each of the four hears what was decided, and what their report changed.
Back to the clinic nurse
A mobile clinic reaches Ward 7 on Thursday, with bed nets.
Back to the shelter volunteer
The camp is first on the field team’s visits this week.
Back to the distribution lead
The late nets go to the river camp and Ward 7 first.
Back to the rain recorder
The early rains are named in the decision, beside the other three reports.
Elsewhere
One bridge, many domains
The same week happens wherever reports from the field meet a decision. It works alongside the tools a team already uses, from a survey app on a phone to a shared spreadsheet.
